1. He's telling restauranteurs that he only wants the cost of health care to come out of their profits, with no price increases to cover the cost.
2. He would prefer that he not be publically blamed for increasing the cost of dining with the service charge, but might prefer just higher prices with no explanation.
3. He's so dumb that he doesn't realize that higher costs lead to higher prices.
4. He's so arrogant that he thinks he's above the law and doesn't have to pay what everyone else pays (he forced them to remove the charge).
5. He cares much more about resauranteurs having to pay more than about health care (that he's unwilling to fund).
6. Maybe the restauranteurs should refuse to pay, sighting Ammiano's visible contempt as licence to avoid the rules.
